THE PRESIDENT WANTS BILLIONS TO BEEF UP HOMELAND SECURITY AND IS FOCUSING ON BIO-TERRORISM, EMERGENCY RESPONSE, AND INCREASED AIRPORT AND BORDER PATROLS. Bush: We have spent more than a billion dollars a month over 30 million a day and we must be prepared for further operations. THE RECESSION TOPPED HIS DOMESTIC AGENDA, AND THE PRESIDENT PUSHED AN ECONOMIC STIMULUS PACKAGE THAT INCLUDES TAX CUTS AND ASSISTANCE FOR THE UNEMPLOYED. Bush: When America works, America prospers so my economic security plan can be summed up in one word: Jobs. THE PRESIDENT MADE NO MENTION OF THE ENRON SCANDAL, BUT URGED CORPORATE AMERICA TO BE MORE ACCOUNTABLE. DEMOCRATS supported the speech's focus on war and promised to work together on the economy. Rep. Richard Gephardt/Minority Leader:I refuse to accept that while we stand shoulder-to-shoulder on the war, we should stand toe-to-toe on the economy. We need to find a way to respect each other and trust each other. Teri Okita/Reporting: President Bush's popularity is soaring higher than 80-percent, and now that he's laid out his agenda, time will tell if the recession and the Enron debacle will have any impact on the effectiveness of his strong presidency.
