It is the latest round in the battle between Israel and the Palestinians-

((The sounds of gunshots and stun grenades rocked Bethlehem as Israelis and Palestinians exchanged gunfire. The scene, the sacred Church of the Nativity, built on the site of the birth of Jesus. That's where a number of Palestinians have been holed up in the church for weeks under an Israeli siege. Flames leaped out of part of the large compound, a nightmare fire just about 50 feet from the 4th century basilica itself. But emergency crews put the blaze out before it reached the traditional birthplace of Christ. The fighting followed a major breakthrough earlier in the evening in the West Bank town of Ramallah. At nightfall a convoy of American and British vehicles rolled thru the deserted streets carrying six Palestinian prisoners wanted by Israel. They were headed to a Palestinian prison in Jericho. That set the stage for Israeli armor and men to begin pulling out of the city where they have occupied since the end of March. And at the center of the battered city, the torn and tattered presidential compound of Yasir Arafat. With Israel's withdrawal, the Palestinian leader is now free to leave. He immediately took a swipe at Israel for the gunfire in Bethlehem. Yasir Arafat/PLO President: " I ASK YOU THE INTERNATIONAL COMMUNITY....CONDEMN THIS CRIMINAL...THIS CRIMINAL.....THIS IS A HOLY PLACE NOT ONLY FOR CHRISTIANS BUT FOR MUSLIMS AND PEOPLE THROUGHOUT THE WORLD...":))

Virginia Tech will deal with a budget reduction of 25-million dollars by cutting more than 200 positions and reducing operating costs.
President Charles Steger broke the news in a letter to the Universty community this afternoon..
(------------)
[VO-NAT :37]
[SUPER=03-Blacksburg;]

Of the job cuts, 88 are teaching and research faculty, 55 are administrative and professional faculty, just under 20- are graduate teaching assistants and 50 are classified staff. Those numbers may change slightly after severance packages or if positions are filled with lower salary levels. Officials say personnel reductions add up to about 16 and half million dollars. Other cost cutting measures at the university include a 4-million reduction in operating costs, and a loss of over 1-million dollars in programs and services. It's not clear at this point exactly what programs or services will be affected.
(------------)
[ANCHOR=Jean]

Even while dealing with the cuts, Steger says Tech will meet growth and research goals. The library is getting an increase in funding, 2-major research initiatives will continue and a capital package for construction is on track. The school's Board of Visitors will make a decision on the proposed cuts on June 4th.

Jean, figuring out who will pick up the tab for fighting the fire and clean-up is a question that is difficult to answer since work is still going on at the site. But the E-P-A is apparently considering its options-- a few weeks ago, it sent a letter to Keeling and his attorney, putting Keeling on notice that he may be held responsible for the E-P-A's costs.
(-----------------)
[VO-NAT]

[***TERESA'S MIC HOT***]
[SUPER=03-Roanoke Co./File Tape]

During the height of the massive tire fire-- the E-P-A said it planned to spend at least one point seven million dollars to fight the fire and begin clean-up. It's a figure that could easily go up for the federal government... For intance, while putting out the fire-- crews found a one acre trash dump on Keeling's property-- debris that must also be hauled from the site in addition to the millions of burned and UN-burned tires. According to Roanoke County attorney, Paul Mahoney, the letter drafted by the E-P-A and sent to Keeling puts him on notice-- that he could be held responsible for the E-P-A's costs. The letter is a formality-- but does begin to address a question that has been on many people's minds since late March when the illegal tire dump caught fire.
(-------------)
[LIVE= Teresa /FULL Monitors]

In the past-- the E-P-A has said it would do whatever it needed to recover its costs, in this case it could be to seize or to place a lien on Keeling's property which is approximately 145 acres.
[TOSS ACROSS=Jean & Teresa/Monitors;]

Jean, a lien would mean the property would not be free and clear for Keeling to sell-- until the government had recouped its costs.
