Also in Richmond today, a group dominated by anti-tax conservatives says referendums that would raise sales tax rates in Northern Virginia and Hampptom Roads are illegal. The increased revenue would be used to build roads and alleviate traffic gridlock. A lawsuit filed by former state Republican Chairman Patrick McSweeney claims the Virginia Constitution authorizes tax-supported debt only if approved by a majority of voters in a *statewide* referendum. Governor Mark Warner supports the referendums. His press secretary says the governor is confident the legislation is legal.
