A disgruntled employee opened fire with an automatic rifle, killing eight people and injuring five others before police apprehended him.
Officials say the gunman was angry that the office sought repayment of a 12- thousand- dollar loan he had taken earlier.
Authorities say the man had worked at the office for 23 years.
The office is near one of the campuses of Lebanese University.
About 200 police officers have sealed off the area.

This is an area where both Arabs and Jews congregate, so there is security, but it is relatively easy, officials say, for a Palestinian to walk in, dressed as a student, and leave a device behind in a backpack.
Police say this bomb was left on a table in this closed space, it did maximum damage.
It was the second bombing incident in Jerusalem in two days it followed the lifting of Israeli military curfews in some West Bank towns.

(SOT Daniel Seaman, Israel Government spokesman)

Anytime we try to ease restrictions on Palestinians, this is immediately taken advantage of. Instead of trying to create a positive atmosphere, trying to go into negotiations, the Palestinian response is constantly one of violence.
Anyone who looked Palestinian was rounded up after the attack police believe this bomber walked away.
