Almost everybody agrees that Rockbridge County's aging courthouse is inadequate. Water damage marks the walls on two floors, and the exterior is cracking. Security is another issue. Defendants are dropped off by deputies on a public street, and are held on a courtroom bench while they await their case. Also, officials say the building simply doesn't have enough storage space.
