After nearly a decade there, Father Rule was taking on a new assignment in Richmond.
Officials say the transition plans were announced last May and have nothing to do with misconduct allegations.
Monsignor Thomas Phillips is scheduled to take over duties at St. Andrews.
He was set to start right after Labor Day.
Officials say it's unclear if he will start early or if the mass schedule at St. Andrews will be affected.

The movie, Signs, about a possible alien invasion earned nearly 14 and a-half million dollars
in its fourth weekend.
The espionage thriller (Triple X) ''X-X-X'' came in a close second, taking in 13-point-seven million. It was the top film the last two weekends.

Listen to this- a tortoise at a Cairo Zoo is celebrating what zoo officials say is the animals 361st birthday.
The 400 pound tortoise was a gift from Egypt's former ruler- Ismail Pasha- given to the zoo in 1891.
At that time the tortoise was said to be 250 years old.
The Giant tortoise species is known to live int he Glapagos Islands and on Cecil Island in the Indian ocean.
It feeds on fruits and vegetable.
