Bennett told members of the Senate Finance Committee the state's budget problems are actually worse than the "one- and half five billion" dollar shortfall.
That's because costs for Medicaid, foster care and the car tax rebate are currently running overbudget.
Tomorrow is the deadline for state agencies to submit plans to cut their budgets by as much as 15 percent.
Bennett says the cuts asked for by Governor Mark Warner, still won't cover the shortfall.
