We are moving toward a strong resolution. And all of us, and many others in Congress, are united in our determination to confront an urgent threat to America.
MISTER BUSH SENT A RESOLUTION TO CONGRESS LAST WEEK THAT WOULD GIVE HIM THE AUTHORITY TO USE FORCE AGAINST IRAQ, ALONE IF NECESSARY. ITS BEEN A TOUGH SELL TO SOME LAWMAKERS WHO ARGUE THE RESOLUTION IS TOO BROAD.

We're trying to Negotiate on a resolution that will allow us to do it right. And that negotiation process is still underway.
BUT THE PRESIDENT ARGUES THE CLOCK IS TICKING AND ITS ONLY A MATTER OF TIME BEFORE SADDAM HUSSEIN USES WEAPONS OF MASS DESTRUCTION.
