Governor Mark Warner goes to Norfolk today to discuss the state's fiscal crisis with hundreds of state workers. This is the second time Warner will address state workers to explain the consequences of a nearly two billion dollar budget shortfall. Yesterday, advocates for the mentally disabled pleaded for the governor to spare under funded community-based programs from budget cuts. Warner later said he is sympathetic to the plight of the disabled, but says grim economic realities will force his hand.
