The plane crashed into a neighborhood about a minute-and-a-half after take-off last November, killing 260 people.

Investigators are focusing on the key question -- why the rudder moved violently shortly before the tail snapped off.

The agency has already called for better pilot training for moving the rudder, even at low speeds.
