Emergency communications at Virginia's colleges and universities need improvement.
That's the latest recommendation from the state's anti-terrorism task force.
The "Secure Virginia Panel" said it's critical for university emergency response teams to be able to communicate with students and faculty.
The panel also recommended that colleges have emergency shelter plans in place, as well as backup power and water supplies.
Governor Warner approved the recommendations today and says he'll ask for federal funding to make them happen.

Take a look at this.... The basket portion of the balloon exploded into flames mid- air.
Now, the crew WAS able to get out in time and only suffered minor burns and bruises.
They said they were trying to reduce the balloon's altitude when they lost control.
Four gas- burners fell to the ground, but no one was hit and the balloon ended up landing in a nearby rice field.
The crew was in the air to compete in an international balloon festival.

Those 16 wins were the most by any NL rookie since 1980.
