(( [insert Rule cover] Father Steven "Randy" Rule was placed on administrative leave in August following an allegation of sexual misconduct.
The single incident occurred in 1976 and involved a student at a high school seminary where Rule served on the faculty.
[insert pre-pro page 1]According to the Catholic Diocese of Richmond, it's review board found that "the situation in which (Father Rule) placed himself and the Claimant was inappropriate and exceeded the boundaries under the circumstances."
But the Board did NOT believe the behavior warranted removing Rule from the priesthood.

But even after 27 years in the priesthood, diocese officials recognize that resuming the calling may not be easy.

Bishop Walter Sullivan is placing Rule in a "transitional assignment" at Epiphany parish in Richmond.
Diocese officials say the former student who accused Rule indicated he did not want the priest removed.

One precinct in the Timberlake Road area of Campbell County had voters lined up fifteen deep this morning.
Most precincts in the area are experiencing about a 35 percent turnout so far.
Central Virginia voters are split between the Fifth and Sixth Congressional districts.. Virgil Goode is being challenged by Meredith Richards in the Fifth, while Bob Goodlatte is unopposed in the Sixth.

Aubrey Wingfield lost his voting rights for life after being convicted of making his own whiskey in the 1960's.
The governor however has the right to restore a citizen's civil rights.
Three weeks ago, Governor Warner granted Wingfield's request and for the first time in years he went to the polls.

The Richmond-based company is warning Wall Street that it will post a third-quarter loss.

Circuit City forecasts a third-quarter loss of between five to eight cents a share.
