The forty car pileup happened on the westbound side of Interstate 64 around one o'clock in the afternoon December 13th.
State Police say heavy fog and sleet were contributing factors.
But troopers say drivers were also going too fast for those weather conditions and therefore are partly to blame for the accident.
However, no one will face charges.
Investigators say there is a lack of sufficient evidence to charge any particular driver.

the past.
Recovery workers are still sifting through the wreckage for more victims.

The flooding has claimed only one life so far a woman died when an uprooted tree fell over her car.
In nearby Miragaia, waters rose to over 19 and a half feet.
The situation is expected to become worse today.

Mohamed El Baradei (ehl-bah-RAH'-day) says he got a letter from North Korea demanding ``immediate removal of I-A-E-A inspectors.'' He says to comply would virtually end his agency's ability to monitor the North's nuclear program.
The U-S says North Korea is now reactivating a facility that could create four or five nuclear weapons within months.

Virginia's Department of Social Services has been awarded a bonus of 922-thousand dollars for increasing the number of children adopted from state-supervised foster care.
Governor Mark Warner said permanent homes were found for 496 children in the foster care system last year, exceeding state expectations.
The state Department of Social Services oversees the foster care and adoption programs of local departments of social services and
private agencies.
Virginia was one of 23 states to receive a bonus, and received the eighth largest bonus awarded.

The program, called Locks of Love, began in 1991 when Brittany's cousin Michael was diagnosed with Leukemia.
Before the disease took his life, chemotherapy took his hair.

A Logger Head turtle is getting some tender loving care at a New England aquarium today.

Ursula is a 150 pound turtle who did not migrate to warmer waters before winter set in this year.
She was rescued from a Cape Cod bay earlier this month.
The sea turtle will be given some medical care, and then flown to warm southern waters for the winter.
