The final report is complete and State Police say heavy fog and sleet were contributing factors.
But troopers say drivers were also going too fast for those weather conditions and therefore are partly to blame for the accident.
However, no one will face charges because investigators say there is lack of sufficient evidence to charge any particular driver.

The department was awarded 922-thousand dollars for increasing the number of children adopted from state-supervised foster care.
Governor Mark Warner said in a press release today that permanent homes were found for 496 children in the foster care system during the 2001 federal fiscal year.
The federal goal for the state was 321 adoptions.
There are still nearly 15-hundred children in the foster care system ready for adoption.
Virginia was one of 23 states to receive a bonus, and received the eighth largest bonus awarded.
