The tire fire came in the midst of a continuing dry spell in Virginia, a drought that emptied public reservoirs and forced communities to restrict water use all through the spring and summer. Fall rains and December snow finally eased one of the worst droughts in state history.

Many Virginians will remember 2002 for the long lines at Division of Motor Vehicles offices. Closing some offices and reducing hours at others was one of the ways Governor Mark Warner dealt with a three billion dollar budget deficit. along with cutting 18-hundred state employees from the payroll.
Governors are always in the headlines. Few people if anyone would have expected a nine-year-old girl from Oak Level and her parents to be there, until Mary and Michael Short
