It still calls for adding truck- only lanes, in which a toll would be collected, something that angered the trucking industry.
V-Dot's deadline for all proposals is today.
Officials set a September target for completing the negotiations.

The Route 29 Expressway was shut down in both directions when a tractor trailer jack-knifed in the northbound lanes.
Crews were forced to shut down southbound traffic in order to get tow trucks and emergency vehicles to the scene.

Authorities in Canada say they've arrested 10 people as part of an international crackdown on child pornography.
And they say more than 200 others are under investigation.
It's part of the same probe that's led to arrests in the U-S and Britain, as well as the questioning of rock guitarist Pete Townshend.
Toronto police say as many as 23-hundred people in Canada are suspected of accessing child pornography sites, but only a fraction of them have been arrested.

The Rockbridge Baths native missed the second half of last year suffering from chronic fatigue and weight loss.
