Good Afternoon, I'm Kimberly McBroom.
The commander of U-S forces in Iraq declares that Saddam Hussein's regime is over.
But General Tommy Franks says American troops will stay in Iraq until a free government is in place.
The troops are also receiving a deck of cards-- but they're not for a game.
The deck contains pictures of the most- wanted figures in the Iraqi regime.
The ace of spaces is Saddam himself.
Teri Okita joins us now with more on that, plus the latest on the fighting.

ANOTHER IRAQI CITY HAS FALLEN ... WITHOUT A FIGHT.

(NATZ CELEBRATIONS)

THIS IS MOSUL IN THE NORTH ... WHERE PEOPLE ARE CELEBRATING (NATZ) AND ALSO RANSACKING GOVERNMENT OFFICES. LOOTING IS RAMPANT ALL OVER IRAQ AND MANY ARE CALLING ON COALITION FORCES TO DO SOMETHING ABOUT IT.

SOT: BRIG. GEN. VINCENT BROOKS/U.S. CENTRAL COMMAND

"AT NO POINT DO, WE SEE OURSELVES BECOMING A POLICE FORCE, WHAT WE SEE INSTEAD IS TAKING ACTIONS THAT CREATE A SITUATION OF STABILITY."
A NEW ORDER FORBIDS TROOPS TO USE DEADLY FORCE TO PREVENT LOOTING. AT THIS MORNING'S BRIEFING, U-S CENTRAL COMMAND ALSO DISPLAYED 55-CARDS LISTING THE "MOST WANTED" IRAQI LEADERS ... INCLUDING, OF COURSE, SADDAM HUSSEIN. THEY SAY THESE MOST WANTED MEN MAY BE PURSUED, CAPTURED, OR KILLED ... SOMETHING THE COMMANDER OF THIS WAR SAID WON'T BE EASY.

(Super: Gen. Tommy Franks/U.S. Commander)
SOT: WE ARE GOING TO KEEP GOING AND GOING TO KEEP LOOKING. THERE'S A

LONG WAY TO GO.
GENERAL FRANKS TOLD HIS TROOPS TODAY THAT SADDAM'S REGIME IS OVER, BUT THE U-S WILL STAY IN IRAQ UNTIL A FREE GOVERNMENT IS IN PLACE. AND HE'S ORDERED IRAQI HOSPITALS, BUSINESSES, SCHOOLS, AND MOSQUES TO REMAIN OPEN ... AND WARNS CIVILIANS AGAINST LOOTING OR TERRORIST ATTACKS.

(NATZ)

IN BAGHDAD, RELATIVES OF MISSING IRAQIS ARE SEARCHING THE NATIONAL HEADQUARTERS OF MILITARY INTELLIGENCE. WITH THE REGIME GONE, MANY FEAR THEIR LOVED ONES ARE STILL TRAPPED IN UNDERGROUND JAILS.

(NATZ)

AND EVEN THOUGH MOST OF THE FIGHTING IS OVER IN THE CAPITAL ... INJURED AND DEAD CIVILIANS ARE STILL ARRIVING AT HOSPITALS. AFTER THREE WEEKS OF FIGHTING, THE EXACT NUMBER OF CIVILIAN CASUALTIES IS UNKNOWN. ))
