Today, VMI Superintendent Josiah Bunting and Attorney General Jerry Kilgore filed a petition to appeal last month's decision to the entire 4th Circuit Court of Appeals.

In today's petition the state notes those decisions also threaten mealtime prayer at The Citadel and U-S Naval Academy.

But power was restored this morning to several thousand residents who were without electricity over the weekend.
