Three inches of rain fell over Roanoke's downtown in a short time -- and storm drains couldn't keep up.
The water was knee-deep in the city market. Campbell Avenue looked like a river.
Several businesses on the market had to shut down.
Others stayed open, while owners swept and pumped the water out of basements and ground floors.
