Dennis Powell has been charged with animal cruelty after allegedly starving his herd of cattle.
Now the 100 head of cattle that are left are causing problems for their caretaker and Louisa County officials.
While the animals have improved since the Powell's arrest, their care has cost more than 40-thousand dollars.
The lack of balance with the number of bulls has threatened the safety of the females.
The current caretaker has approached the Board of Supervisors and asked it to sell off most of the bulls.
But because they are evidence in a trial scheduled for August, a court order from a judge will be needed.
