Roanoke police aren't saying today's shooting is gang-related.
But state leaders say gang violence is a growing problem and that there are signs police in southwest Virginia are not doing all they can to fight it.
Virginia's youth gang file was set up five years ago as a way for police to share information on gangs.
State police estimate there are thousands of gang members in Virginia.
Yet there are only 33 names in the database.
And none of those was submitted by law enforcement in southwest Virginia.
State officials say the problem may with the way the law is written.

Roanoke's City Manager is asking for the School Board's help.
In a letter, Darlene Burcham has asked Board members to address school violence and the way it's reported.
[DOUBLE BOXES=Ketih & Jennifer/Newsroom;]
Jennifer Wishon is here to tell us more.
Keith, Burcham's letter was in response to a June letter in which the school board sought to identify a resource officer who voiced his concerns about school violence to a newspaper reporter.
Burcham is now investigating Officer Butch Lewis' actions, but in the meantime, some numbers aren't adding up.
Burcham writes, "The numbers of offenses were checked, and it was determined that the Police Department's numbers and the Resource Officers' numbers were virtually identical. Differences in police reports and school reporting will need to be addressed by the School Board...."
She also says statistics indicate an average of 4 School Resource Officers for cities of Roanoke's population bracket, yet the City employs 16.
In comparison, the City of Danville employs seven resource officers.
Lynchburg employs five.
In the interest of the students, Burcham says the board needs to focus its efforts on making sure city schools are safe.

Leading the bizarre way was Tiger Woods who hit his first shot of the round into the high, thick rough at Royal St. George's.
It would be tough enough to hit it out - but the problem was that not a single person could find the ball.
About 25 people looked for it, but after the five minute search limit expired - no one found it.
So Tiger had to head back to the tee and start over. He finished the hole with a 7.
He ran into more problems on hole number 12 when his shot out of this deep pot bunker ricocheted left and led to the first of three straight bogeys on the back side.
Wood finished with a 2 over par round of 73 and really has to feel fortunate to be there.
He's five shots behind South African Hennie Otto - who shot a 68 in some very windy conditions.
