The contract covers 16-thousand employees at 14-Goodyear plants including the two thousand workers at the plant in Danville. It's the first offer made since labor talks broke down in June. Local workers say they just want to keep the jobs and benefits they have, while the company says it needs to make cuts.
Goodyear reported a record loss last year.
It wants to reduce costs by at least a billion dollars by the end of 2005.
