Warner said that if lawmakers don't agree on reforms to the state's tax code before they adjourn in March, he will call them back to Richmond to finish the job.
The governor says that without tax reform, the state faces annual budget shortages through the end of the decade.

Some Republican lawmakers say that if the governor had presented his tax reform plan sooner, there would be no need for a special session.

Textile industries in the U.S. are fighting for its life against Chinese imports.
Yesterday President Bush took action, though it may be too late for the thousands of Virginia textile workers who've lost their jobs.
The president invoked the so-called China Safeguard, which allows temporary quotas on some textiles imported from that country.
