Payne has served since 1995 and says she's proud of the work they've done ... up until the last few years.
She says she's been troubled by the school system's failures on financial audits and other recent controversies.

The city's municipal auditor says the school system has failed to fix several problems highlighted in last year's audit.
The school maintenance, food services and transportation departments are all being cited for failing to make the required changes.
They were intended to eliminate fraud in the way school departments made purchases.
The municipal auditor's report will go to the school board next week.

It has to do with the recent suicide of a Roanoke teacher.

That is what many in this room believe happened to Ron Mayfield.
He was the Roanoke teacher who committed suicide after being accused of hitting a student.
A police investigation cleared him of any wrong doing but his family claims he was never notified.
Superintendent Harris revealed for the first time that the administration called Mayfield the week he committed suicide.

In one other tech hoops note. Carlos Dixon, the 2002 third leading scorer, announced today that he will sit out this year due to a broken bone in his left foot that hasn't healed. He will redshirt his senior year and return for the 2004-2005 season. Dixon averaged 13-point-8 points per game last season.

The Football Writers Association of America has named Virginia Tech's Kevin Jones and Jake Grove first team all-Americans today.

Jones, a Doak Walker semi-finalist, has rushed for a single season Tech record 1, 419 yards and has gone over 100 yards rushing in eight games. Jones, who has also rushed for 241 yards in one game, is the first Tech running back to make first team All American.
Grove made the team as a center. He has played 637 snaps and has graded out at 91 percent with a team high 43 knockdown blocks. The only other year more than one Tech player made first team All American in the same year was 1999 with Mike Vick and Corey Moore.

UVa offensive guard Elton Brown has been awarded the 2003 Jacobs Blocking Trophy, given annually to the ACC's most outstanding blocker. UVa offensive lineman and center Kevin Bailey is the winner of the 2003 Brian Piccolo award , given each year to the most courageous player in the ACC. Bailey has torn ligaments and had two ruptures in his left knee over the last two seasons but has come back to play.
