PKG STARTING TODAY.. MOST FOREIGN VISITORS MUST GET THEIR FINGERPRINTS TAKEN AND PHOTOS SCANNED BEFORE THEY ENTER THE U-S. THE NEW SECURITY STEPS ADD ABOUT 20 EXTRA SECONDS TO THE TIME IT TAKES TO CLEAR CUSTOMS.
TRAVELERS ARRIVING AT AIRPORTS THAT HANDLES INTERNATIONAL FLIGHTS OR A MAJOR SEAPORT WILL GO THROUGH THE PROCEDURE. OFFICIALS PLAN TO COMPARE THE INFORMATION COLLECTED TO VISA APPLICATIONS AND A WATCHLIST OF ONE-POINT THREE MILLION TERRORISTS.

(SOT: RANDY LARSEN /CBS CONSULTANT) If I were a terrorist and wanted to

attack western interests and knew I was gong to be fingerprinted entering the United States, frankly, I would go somewhere else.
THE NEW RULES DO NOT APPLY TO CITIZENS FROM 28 COUNTRIES.. WHO CAN COME TO THE U-S FOR UP TO 90 DAYS WITHOUT A VISA... AND IF A POTENTIAL TERRORIST HAS NEVER BEEN FINGERPRINTED OR PHOTOGRAPHED THE NEW SAFEGUARDS MAY NOT SNAG THEM.

(SOT: DEBORAH MEYERS/MIGRATION POLICY INSTITUTE 11 01 55 ) it is the

needle -in-the-haystack challenge. It's trying to find within this tremendous number of people, the few potential 'harmdoers'.
SINCE AUTHORITIES RAISED THE TERRORISM ALERT LEVEL TO CODE ORANGE THEY HAVE FOCUSED ON INTERNATIONAL FLIGHTS. SECURITY CONCERNS HAVE LED TO MORE THAN A DOZEN FLIGHT CANCELLATIONS AND DELAYS SINCE NEW YEARS EVE.
THE INCREASED VIGILANCE COMES AS ANOTHER TAPE SURFACED WITH WHAT MAY BE VOICE OF OSAMA BIN LADEN. THE TAPE CALLS FOR MUSLIMS TO KEEP FIGHTING A HOLY WAR IN THE MIDDLE EAST.
STAND-UP CLOSE: THE TAPE ALSO MENTIONS RECENT EVENTS INCLUDING SADDAMS HUSSEINS CAPTURE. THE C-I-A AND OTHER INTELLIGENCE AUTHORITIES WILL NOW TRY TO DETERMINE IF THE VOICE BELONGS TO THE AL QAIDA LEADER. ALEEN SIRGANY, CBS NEWS, WASHINGTON. ))
