Hes called for Congress to approve a temporary worker plan that gives immigrants legal status as long as they have a job offer. President Bush talks The plan grants guest worker status to foreigners with a job for three years. But employers have to show that no U-S citizen wanted the job. When Mark McGuire opened his restaurant in Texas he says nearly all of the applicants were immigrants. MARK MCGUIRE, RESTAURANT OWNER: IF WE CAN GET THESE PEOPLE TO REGISTER AND GET DOCUMENTS AND GIVE THEM LEGAL STATUS, THEN WE KNOW WHERE THEY WORK AND WE KNOW WHERE THEY ARE, RATHER THAN LIVING IN THE SHADOWS BECAUSE THEY CAN'T GET LEGAL STATUS. Supporters also say the plan will make America safer. But is it rewarding illegal immigrants who broke the law when they entered the country? Critics say yes.
