A 60-page document prepared by the state's Department of Planning and Budget concludes that Governor Warner's tax plan will have a net positive effect on Virginia's economic competitiveness.
The study done by the administration relies on the theory that more spending in public education and lower income taxes for most Virginians will offset the effects of a higher sales and cigarette tax.
But Republicans have a different take on Warner's tax proposals.
