He has a warning for lawmakers who think the same can't happen in their area.

Bell has introduced legislation to require that localities be notified when a methadone clinic applies for a state license.
His bill also keeps the substance abuse treatment centers at least a half of a mile from schools and daycare centers.
His measure easily passed the Senate but may face more opposition in the House, where some members are not convinced the regulations are needed.

Roanoke lawmakers Senator John Edwards and Delegate Onzlee Ware are also pushing legislation requiring that localities be given advance warning.
but their bill does not don't go as far as to limit the location of a center.
Even their watered down version has raised some concerns.

Still, Edwards and Ware's bill passed the House and the Senate with minimal opposition.
Even though none of the measures would stop the proposed clinic on Hershberger Road, it is a warning to methadone clinics planned for the future, that the state may just say "no".

The winter weather that gripped the area this morning, quickly dissapeared once the temperatures rose, but not before causing a major mess on Interstate 81.
State police say slippery road conditions contributed to an accident that shut down part of the highway for hours.

It happened around five this morning near the Glenvar exit. State police say a tanker-truck was headed north, when it hit some deep slush and flipped over. The driver, 48-year-old John Henry Booth of Christiansburg, was not hurt. He was charged, however, with reckless driving for driving too fast.

State police had to periodically shut-down both the north and southbound lanes in order to clear the wreck. All four lanes were reopened to traffic after more than seven hours.

Slick roads also contributed to a fatal accident today in Giles County. It happened around Noon on Route-100, just outside of Pearisburg. Police say and S-U-V driven by 29-year-old Heather Michelle Edens of Pulaski ran off the road, struck a guardrail and flipped over. Edens was thrown from the vehicle. She died at the scene.

Capital murder suspect Christopher Picard is back in the Franklin County jail tonight.

Last Fall the charges against him were dismissed. The prosecutor said new information had surfaced- -literally on the eve of trial- -new evidence that would take some time to develop. Picard had already spent more than a year in jail awaiting trial in the death of 37-year old Lori Metts Hodges Boyd. Picard and Boyd lived only a mile or so apart from one another in the Glade Hill area.

Authorities in Patrick County are investigating what appears to be a double-murder. Iinvestigators say a man and a woman were found shot to death inside a mobile home Saturday on Cherry Creek Road.
