(( Senator Brandon Bell says he had no idea what methadone was until a clinic tried to move into Roanoke County across the street from a school.
He has a warning for lawmakers who think the same can't happen in their area.
[SOT :41:54]

((SENATOR BRANDON BELL/R-ROANOKE: I WOULD CONTEND TO ALL OF YOU THAT YOU VERY WELL IN YOUR DISTRICT COULD HAVE INTEREST AMONG A METHADONE CLINIC TODAY PURSUING ZONING WHAT WE SAW IN ROANOKE VALLEY ZONING SHOPPING, FINDING LOOPHOLES WHERE THEY MIGHT BE ABLE TO PUT A CLINIC IN AND THE LOCALITY WOULDN'T KNOW ANYTHING ABOUT IT UNTIL IT WAS TOO LATE.)) [RUNS:16]
Bell has introduced legislation to require that localities be notified when a methadone clinic applies for a state license.
His bill also keeps the substance abuse treatment centers at least a half of a mile from schools and daycare centers.
His measure easily passed the Senate but may face more opposition in the House, where some members are not convinced the regulations are needed.

((DELEGATE CLARKE HOGAN/R-SOUTH BOSTON: I'M NOT AWARE OF ANY BODY OF INFORMATION THAT SAYS PEOPLE THAT GO TO METHADONE CLINIC ARE DANGEROUS TO THE NEIGHBORHOOD.)) [RUNS:06]
Roanoke lawmakers Senator John Edwards and Delegate Onzlee Ware are also pushing legislation requiring that localities be given advance warning.
but their bill does not don't go as far as to limit the location of a center.
Even their watered down version has raised some concerns.
[SOT :19:05]

[RUNS:12]
Still, Edwards and Ware's bill passed the House and the Senate with minimal opposition.
Even though none of the measures would stop the proposed clinic on Hershberger Road, it is a warning to methadone clinics planned for the future, that the state may just say "no".
