[SUPER=03-Richmond;]

Action on a bill to toughen enforcement of the state seat belt law was postponed until next year.
Senator Tommy Norment said he did not have enough votes to get the bill passed.
Norment says he will use the coming year to educate six new committee members about the benefits of his bill.
And he is confident it will eventually pass.

Norment's bill would allow police to stop and ticket motorists for failing to buckle up.
Current law allows police to ticket seat belt violators only if they are pulled over for another offense.

Also late yesterday, Manassas Delegate Bob Marshall suggested cutting funding to state colleges and universitites that have sexually suggestive programs.
Marshall singled out Virginia Tech for its student "Sex Talk Live Television" show and the current legal troubles of quarterback Marcus Vick.

A group of firefighters, police officers and E-M-S personnel gathered in Lynchburg's Miller Park yesterday to protest a freeze in public safety spending.
They say the House of Delegates' proposal to hold back on more than 150 million dollars in funding will only hurt local communities.
