The House and Senate broke off budget talks earlier this morning just as the new two-year budget deal appeared to be within reach. The House and Senate teams shuttled written proposals back and forth, but negotiations hit a snag shortly after midnight and both sides gave up around 1 a-m. The two sides are likely to resume talks on Thursday. Negotiators say many major points have been resolved and only details are remaining.
