Last year he spent almost nine months on active duty at Fort Eustis, under the command of Colonel Donald Caldwell, Roanoke's Commonwealth's Attorney. Both men managed to maintain their law practices back home- -Bowman in private practice, and Caldwell as the city prosecutor. Bowman points out that U-S Attorney John Brownlee- -a JAG Major in the same unit with Bowman and Caldwell- -appeared in uniform at a press conference in the U-S Attorney's office last year. Bowman says Brownlee was released from active duty BECAUSE he was prohibited from serving in the active reserves while holding the civilian US Attorney's position. Bowman remained at Fort Eustis, moved into Brownlee's old office when Brownlee left. The lawsuit was filed against Brownlee's father, Les Brownlee, the Acting Secretary of the Army.
