The dogs were seized by the game warden two weeks ago after police discovered them eating the dead body of Crigger's 65 year old mother, Esther.
During today's hearing, the Commonwealth showed pictures of starving dogs and played a video tape of the inside of the home, where feces could be seen on the floor, on top of a wood stove and on the kitchen counters.
The judge ordered the state to keep custody of the dogs and either find them homes or euthanize them.
He also ordered Crigger pay for their care and never OWN another pet.
