It says the United States government could not protect its citizens from the attacks because it failed to appreciate the threat posed by al -Qaida operatives.
In short, the report says government officials never even imagined anything of that magnitude.

Authorities say 42-year-old Jerry Wayne Weadon was one of three men who tried to break into a Pittsylvania County home early Wednesday morning.
The homeowner fired several shots at the group and Weadon was hit in the back as he fled the scene.
The car the group allegedly used was found burned up a few miles away.. Weadon's body was discovered near the Morgan Ford Bridge.
