The state Motor Vehicle Board has outlined sanctions against Auto Villa over the Honda Civic that Rob and Katrice Stewart bought in 1999.
The Board is relying on a federal jury verdict that the dealer altered the odometer, intending to defraud the Stewarts.
A hearing officer recommends Auto Villa be fined 650 dollars for actual fraud in the Stewart case, plus another 650 dollars for deceptive conduct.

Some Franklin County school teachers aren't too happy over their recent raise -- and school officials say neither are they.

The new control tower at Roanoke Regional Airport could be open by Christmas.

A spokesman with the Federal Aviation Administration says the airport will switch operations from the current tower to the new one December fifth.
The nearly 200-foot tall structure has been under construction for almost three years.
The airport had originally speculated the switch over would take place in March of this year but rainy weather last year put construction behind schedule.
The airport had also planned on opening the 9-million dollar tower for public tours but the FAA says that idea has been scrapped in light of heightened security.

They cheered wild ponies on their annual swim from Assategue Island.
Between 150 and 200 ponies entered the water just after noon, and crossed a 200-yard channel to Chincoteague in about five minutes.
Tomorrow, the ponies will be auctioned to raise money for the volunteer fire department, which cares for them.
Ponies that aren't sold will swim back to roam free for another
year on the national wildlife refuge on Assateague.
