Virginia has lost nearly 45-thousand acres of farmland every year since 1997.
Fields like this that were once home to grazing cows are now shopping meccas.

Land use is regulated at the local level but the state is stepping up to help localities preserve farmland.
The state is promoting purchase of development rights programs whereby cities and counties compensate farm owners who promise not to sell their property for development.
And in Virginia Beach, property owners pay a little more in real estate taxes in order to subsidize farmland preservation.
