John Graybill believes the record rainfall was aggravated by a subdivision under construction above his log cabin. Developer Brad Graham says the storm hit the project at a "vulnerable stage." Salem got six-and- a-half inches of rain. Graham points out the result could have been much worse. He also says the Graybill's cabin was already in the flood plain, before he cleared the adjoining site and began building "Phillips Brook." While the Graybills wondered how they were going to fix the huge hole in their driveway, a City Street crew arrived. The men patched the pipe, then brought in two loads of gravel. The Graybills aren't sure it would withstand another storm like Frances, but it solves the problem for now.
