On Poor Mountain Road in Roanoke County, a culvert gave way to flood waters after debris backed up. The water you see is several feet lower than at the height of the storm. Asphalt buckled as water rushed beneath it. VDOT crews were forced to dismantle the entire culvert because it was causing the water to snake around to a neighbor's house. For several families, the only safe way to get to the main road is now on foot.
