After all the prizes are handed out and the lottery covers its operating budget, what's left is required to go to education.

Roanoke County uses its 1.8 million dollar lottery payment each year to pay off debt incurred from school construction.
Although it appreciates the money, administrators say the 408 million dollar figure is misleading.

Effinger Elementary was originally left out of a plan to upgrade three schools at the same time. This week, the Board of Supervisors approved 3-point-8 million dollars for the work. School officials say now, all of the county's five elementary schools will be brought up to current standards. Effinger is the smallest school in Rockbridge County, with 116 students.

Jan Wilkins recommends taking out the stands on the east side and replacing them with a stage.
He believes the plan would work if it's economically feasible.
The committee also heard from Virginia Amateur Sports on how a new stadium may bring more sporting events and revenue to the city.

Ricky Hendrick's brother-in-law, Marshall Carlson, arrived at the foot of Bull Mountain with two of Hendrick's close friends.
They came, he said, to find some closure and to thank the volunteers who rushed up the mountain after the plane crash, and have helped investigators ever since.

Investigators from the National Transportation Safety Board say the Hendrick plane did not transmit a distress call before the crash. Today, they confirmed that navigational aids at the Blue Ridge Airport were working properly.
An aircraft recovery team is now preparing to remove the wreckage and transport it to a facility in Delaware for further analysis.

A bodyguard said Arafat became ill during a meeting earlier today and was taken to the clinic inside the compound, where he then collapsed.

The military unveiled its newest creation today-

as the first F-A-22 Raptor rolled out of Lockheed-Martin's plant in Georgia. The fighter jet was the first off the assembly line and is now headed for Langley Air Force Base in Virginia. Air Force officials say it is the most technically advanced fighter ever built. The Raptors are being produced at a cost of about 130-million dollars each. The jet is described as operationally ready but will undergo some fine tuning before being flown to Virginia in a few months. The Pentagon's purchase plans call for 276 Raptors. The order extends through 2013.

A party to celebrate the underground is more like it. The world's largest subway system turns hundred years old this week. The city accepted its first fare of one nickel on October 27th, 1904. Dubbed an "engineering marvel", the subway system opened after a four-year digging project during which workers carved out miles of underground tunnels 55 feet wide and 15 feet high. Today the system has more miles of track than any other transit system in the world and carries more than four million
passengers every day.

They've created a haunted house in Rochester New York entirely out of balloons. It took 70-thousand to build the frame and displays in what they're calling "Balloon Manor." Larry Moss and Don Caldwell started working on the design in January. The house itself took five days to construct. All proceeds from the attraction, which opened tonight, will benefit a cancer center.

Antonio Davis and Eddy Curry of the Bulls received two-game suspensions, Washington's Larry Hughes drew a one-game suspension and Bulls guard Kirk Hinrich was handed a ten-thousand dollar fine.
