Good evening. I'm Shannon Young.
Intelligence officials believe the tape was made recently and that the person claiming to be bin Laden is, in fact, the al Qaida leader. The F-B-I and Justice Department are analyzing the 18-minute tape for hidden signals forewarning an attack on the U-S.
They say they're intrigued by the fact that the tape has English subtitles.

American Electric Power's base rates have been capped since 1999, but customers in Virginia could still see an increase in their bills.
Today the company's Appalachian Power Division asked the state corporation commission to increase the fuel factor component of its customers bills.
That portion of the bill helps recover fluctuating fuel costs associated with the generation of electricity.
If the 2-point-1 percent increase is approved, customers would see an increase of a dollar-twenty per thousand kilowatt hours.
