The Hardy Road Trailer Park was built in the mid-1960's, and the government says it's never been right.
NEWS 7 documented conditions at the park more than a decade ago, citing numerous health issues, including questions of water quality.
Cooper got a permit to operate a sewage treatment lagoon in 1992. By the late 90's, according to this latest federal indictment Cooper was in violation of the order 87% of the time. The state Department of Environmental Quality issued Cooper 274 violation notices just between November of '98 and August, 2000.
Judge Glen Conrad released Cooper on bond, on the condition he not violate any state or federal laws.

Prosecutor Waering says it's not as if Cooper can't afford to fix the problem. She cited just one investment account in his name with a balance of 1-point-six million dollars.
