The Colts leader got all but one of the 48 votes cast. The other went to Atlanta's Michael Vick. Manning also breaks Steve Young's record for season long quarterback ranking. Manning adds the M-V-P honors to his N-F-L Offensive Player of the Year selection and his starters spot on the All-Pro team. He has also helped his coach re-invent himself.

That's how Lieutenant Governor Tim Kaine describes his legislative agenda. Kaine wants K-12 teachers to receive annual evaluations and would also like to see their salaries match the national average. He says he'll continue to work for the concept of a new university in Southside, while making the legislature more accountable when it comes to funding higher education. Kaine says its increasingly difficult for small business owners to offer their employees health insurance. This year, he'll propose tax incentives to help ease the burden.
