to a townhouse on Belle Road, near
Vinton, around 1-30 yesterday
afternoon.
The flames damaged one room, and
the smoke spready upstairs.
No one was home at the time, but
a neighbor saved the dog..
Officials believe the fire was
accidental.

GRAPHIC=UVA The ever-increasing use of cell
phones is leading to a decrease in the
income the University of Virginia gets
from land line phones.
The university owns the phone
service offered in its dormitories.
That means it gets money for the
service and for each long distance
phone call made on those lines.
The increased reliance of
students on cellular phones is cutting
into its take on phone usage, so much
so that it no longer pays for
technology updates in the dorms.
And the drop is dramatic.
The school says students spent
more than five MILLION minutes calling
long distance in the 1997-98 academic
year.
Last year, they spent just
600,000 minutes making long distance
calls that fed the university coffers.

A just-finished survey says
Virginia is one of the nation's
best-managed states.
The Government Performance
Project gave Virginia and Utah the only
overall A grades in its "Grading the
States 2005" report.
The G-P-P's survey is the
nation's only comprehensive,
independent assessment of how well each
state is managed.
Both states got A-minus grades.
But Virginia was the only state
to score an A in all four categories:
money management, people,
infrastructure and information.
The study complimented the state's
law requiring six-year budget forecasts
and other budgetary and planning steps.
It also noted Virginia's perfect
Wall Street credit rating.
It criticized former Governor Jim
Gilmore's 1998 car tax cut.
The G-P-P is an initiative of the
University of Richmond and is funded by
a non profit research group.
