:05 The Senate Finance Committee
killed the legislation yesterday.

The phaseout was 70 percent
complete when it was frozen in 2002 by
a budget crisis.

It would have removed a 950 (m)
million dollar cap that effectively
prevents the unpopular tax from being
fully phased out.

House Republicans argue the time
to start a complete phase-out is now --
while the state has a budget surplus.

But Senate leaders say the

surplus isn't really there, because
there are still bills to pay.

Finance Committee member Senator
Charles Hawkins says the state needs to
put something in place that's fair.
