Even if the Appalachian Region is
among those consolidated, the Red Cross
will presumably remain the primary
collection point and provider of blood
in southwestern Virginia.

Management is trying to contain
costs. Consider this memo to employees
from Vice President Tom Angle at
Regional Headquarters in Johnstown,
Pennsylvania.

"In recent years," he writes "we
have experienced a steady erosion of
our customer's confidence." Angle goes
on to say that has enabled "numerous
competitors to lure donor, sponsor and
hospital customers away from the Red
Cross."

The Red Cross declined our
requests for further information or
explanation, providing only a terse
e-mail statement saying that was "an
internal staff memo and was not meant
for public release."

As for competition, the Red Cross
has only one: American Blood Centers
competed with the Red Cross in Roanoke
for a year and a half hoping to become

the sole supplier to hospitals in this
area. When that didn't happen
Virginia Blood Services pulled out of
Roanoke in October, 2000.

A pint of blood goes for about
$200 a pint. Though they're both

jdashiell@wdbj7.com Keith and Jean, the news that the city

might have some interest in joining the

So today, at the request of county
officials, Mayor Nelson Harris wrote a
second letter to clarify his comments.

ENG#=1 SOT FULL
SOT FULL

INQ=Harris says misconceptions

*CG locator Roanoke
:00 < from yesterday's statement, but he says
misconceptions about his first letter
prompted him to provide four
clarifications:

He noted that the city does not have a
site today for the regional jail. The
city doesn't know if it could produce a
site in close proximity to the current
city jail, because a feasibility study
has not been done. The city does not
know today if it could meet state
requirements for a waiver which would
be necessary for the city's
participation. And finally, the city's
interest should not deter, in any way
the county's intent to submit an

application to the state by March
first.

With the first letter, Harris said his
only purpose was to express city
council's desire to explore the
possibility of participating in the
regional jail project.

"We recognize that that would involve a
thorough exploratory process, as well
as, state approval..." the mayor
wrote, "Again our expression of
interest is a very preliminary step
toward that end.>>
