In most normal families, the decision
of a mother NOT to attend her

son's wedding might be seen as, well, a
bad sign.

But as the British Royals have almost
made an art form of proving, they

are no normal family.

The official line out of Buckingham
Palace: the Queen decided not to

attend the civil ceremony because she
wants to keep it "low key," opting

instead to attend only the blessing at
St. George's Chapel in Windsor

Castle.

Whispers in the backrooms of Buckingham
Palace say the Queen was unhappy

to attend a common ceremony at the
town's registry office.

(newspaper headlines)

Her decision to skip the wedding has
sparked a right royal

ruckas.....is it a snub - or not.

SOT Arthur Edwards, Royal Photographer:

"I THINK IT'S A SNUB, YES, WELL YOU
CAN'T SAY ANYTHING ELSE. IF IT WAS

MY SON, OR MY DAUGHTER GETTING MARRIED
ANYWHERE IN THE WORLD, I'D WANT

TO BE THERE.

SOT: Dickie Arbiter, Royal Commentator:

"I DON'T THINK IT IS A SNUB. A COUPLE
OF MIDDLE-AGED PEOPLE ARE GETTING

MARRIED FOR THE SECOND TIME AROUND, AND
IT'S GOING TO BE A CIVIL

CEREMONY.

ON CAMERA BRIDGE: CHARLIE D'AGATA,
BUCKINGHAM PALACE, LONDON

BUT AS ROYAL WATCHERS DEBATED WHETHER
THE QUEEN'S DECISION TO SKIP THE

CEREMONY WAS A SNUB OR NOT, BRITISH
LAWMAKERS WERE DETERMINING WHETHER

THE CIVIL CEREMONY WAS EVEN LEGAL.

According to laws dating back to 1836,
Royal Family members are EXEMPT

from marrying in civil ceremonies...but
after some careful

consideration, a statement was issued
today: "The Government is

satisfied that it is lawful for the
Prince of Wales and Mrs Parker

Bowles, like anyone else, to marry by a
civil ceremony."

"Lawful," maybe. But few would consider
the couple "like anyone else."
