Virginia, has died in Norfolk..

Julian Hirst served as town manager in
Pearisburg and Pulaski and city manager
in Martinsville before coming to
Roanoke. He was Roanoke's chief
executive from October 1965 until
December 1972.
Hirst was city manager of Norfolk for
eleven years, but in 1995 he told the
Norfolk Virginian Pilot he counted the
Roanoke Civic Center among his biggest
accomplishments in government.
Julian Hirst was 83 years old.

There have been complaints of hazing
and sexual harassment involving women,
two have led to expulsions, another a
suspension.
Back in 1999 for example, a
regimental commander was expelled after
he tried to coerce female cadets into
sexual activity.
But VMI says overall the problem is
small and current cadets back that up.

Kansas investigators say they've
linked 59- year- old Dennis Rader to 10
murders between 19- 75 and 19- 91.

For most of that time, Rader was
employed at a home security company,
giving him access to customers' homes.
The churchgoing father of two was
also a Scout leader, and worked for the
suburban community of Park City as a
compliance officer.

together what happened at the
Rockbridge County Regional Jail.

The surveillance camera trained
on the parking lot where the scuffle
started feeds a bank of monitors in the
control center.
The superintendent of the jail
says the system doesn't have the
capacity to record those images on
tape.
Superintendent John Higgins says
the scuffle was reported by the cook
who was outside smoking a cigarette
when Jerry Wayne Ruley went for deputy
Randy Cheetum's gun.
The gun went off, killing Ruley.
