did not deliver the annual State of the
City address. Hutcherson admitted last
week that he is the target of a federal
criminal investigation, allegedly
involving the finances of a non-profit
corporation he helped establish.

Hutcherson's colleagues on city
council certainly understood his
reluctance to appear at City Hall last
night. As Steve Smallshaw reports, the
mayor and everyone else wanted this
speech to focus not on him, but on the
city and its accomplishments.

THE PRESIDENT WILL FOCUS IN HIS REMARKS
ON OUR STRATEGY OF LONG TERM PEACE
WHICH IS BUILT UPON EXTENDING FREEDOM
AND HOPE ACROSS THE WORLD, ESPECIALLY
IN THE BROADER MIDDLE EAST.

THE PRESIDENT WILL CITE RECENT
ELECTIONS IN IRAQ, IN AFGHANISTAN AND
IN PALESTINIAN TERRITORIES AS PROOF
THAT FREEDOM AND DEMOCRACY IS ON THE
RISE.

BUT CRITICS LOOK NO FURTHER THAN IRAQ,
WHERE INSURGENCY REMAINS A PROBLEM AND
MORE THAN 1500 U-S TROOPS HAVE DIED...
SINCE PRESIDENT BUSH DECIDED IT WAS
TIME FOR SADDAM HUSSEIN TO BE REMOVED
FROM POWER.

SOT: MCCLELLAN AGAIN

THE PRESIDENT WILL TALK ABOUT OUR
STRATEGY TO DEFEAT THE TERRORISTS

ABROAD SO THAT WE DON'T HAVE TO FIGHT
THEM HERE AT HOME.

PRESIDENT BUSH IS ALSO EXPECTED TO
REMIND THE WORLD THAT THE WAR ON
TERRORISM IS A LONG TERM STRUGGLE...AND
ONE THAT REQUIRES COMMITMENT FROM A
HOST OF NATIONS TO BE SUCCESSFUL.

(ROBERTS STANDUP CLOSE)

IT ALSO TAKES MONEY. TO DATE THE BUSH
ADMINISTRATION HAS SPENT MORE THAN 300
BILLION DOLLARS TO COVER OPERATIONS IN
IRAQ, AFGHANISTAN AND THE BROADER WAR
ON TERROR.
