FILIBUSTER THREE OF PRESIDENT BUSH'S

CONSERVATIVE JUDICIAL NOMINEES,
ALLOWING THEM TO BE CONFIRMED.

A FILIBUSTER WOULD BE ALLOWED ONLY IN,

THREATENED TO STRIP DEMOCRATS OF THE

RIGHT TO FILIBUSTER JUDICIAL NOMINEES.

MANY SENATORS OF BOTH PARTIES FEARED

TO DISRUPT FUTURE BUSINESS.

THEIR DEAL IS STRONG. BUT IT'S BIG

WHETHER THAT DEFINES AN 'EXTRAORDINARY
