national monument are moving forward.

The future of Booker T. Washington
National Monument was a hot topic at
last night's Board of Supervisors
meeting in Franklin County.

At issue is a developers plans to
build a retail complex and homes on 57
acres next to the monument.

Opponents believe it will endanger
the monument but Supervisors disagreed.

They voted six to one to approve the
project.

convert the Roanoke County apartments
to low-income housing. .

Last Night Last night, more than 200 people
turned out for a community meeting at
Cave Spring Middle School.

While some residents will have to
move, most of those who spoke out were
neighbors of the development who fear
the impact on property values, and
other potential problems.

The management company says a
multi- million dollar make-over will
bring major improvements, and county
officials say they are doing what they
can to insure the complex is a good
neighbor.

James River.

A motorist called police around
3:15 yesterday afternoon to say he'd

seen what looked like a body in the
water near the new Monacan bridge.

Emergency crews from Lynchburg,
Amherst County and Campbell County
spent several hours searching the area
but did not find anything.

Authorities say they've had "no"
reports of missing persons in the area.

highs for the last 8 days, and later
today we'll find out whether this will
be another record breaking day.

Triple-A reports Virginia's
statewide average is now 2-48 a gallon
for regular unleaded.

That's a few cents below the new
national average of 2-52.

Our part of Virginia continues to be
the least expensive region in the
state.

Triple-A puts the Roanoke region
average at 2-42 a gallon.

That's 17 cents more than one month

ago, and 67 cents a gallon higher than
last year at this time.

80- percent of Virginia schools
made adequate- yearly- progress last
school year under the No Child Left
Behind Act.

To meet the benchmark 65- percent
of students had to pass reading tests
and 63- percent had to pass math tests.
In the News 7 viewing area 18- school
divisions did NOT make adequate
progress.

That means they fell short of at
least one federal guideline.

However, education officials say
that doesn't mean individual schools
aren't making progress.

GRAPHIC=Shooting A Roanoke man was found
dead----he apparently was murdered.



Now a family is dealing with
another loss of a loved one...

This makes the second murder the
family has had to deal with.

VO-NAT 23-year-old Jamie Lavar Penn was


found shot to death in a car early
yesterday,

Avenue.

His family remembered him as a
"gentle giant," who was a good brother
and father to his two small children.

He was also remembered as an
amazing football player.

Jamie was a member of the William
Fleming team that played Hampton for

the State Title in 1997.

family has dealt with tragedy.

Jamie's father, Jimmie Lee Penn
was murdered in 1998.

His case is still unsolved.

HEALTHCHECK 7 ANIM people who tested positive for
tuberculosis at the Downtown Learning
Center.

The x-rays show they did NOT have
an active case of the disease and
therefore are not contagious.

Health officials have now tested
the majority of the people from the
center who were exposed to a volunteer
with TB.

They say about 12 people still

need to complete the testing process.

At this point, all children four
and under will be given antibiotics as
a precautionary measure until they can

today.

A historical highway marker will
be unveiled in far southwest Virginia.

Powers, the Wise County pilot of a U-2
spy plane shot down while flying over
the Soviet Union in 1960.

He was tried by a Soviet military court
and sentenced to a lengthy prison term,

a girl who died in a motorcycle
accident Monday.

Monday night 17 year old Kristen Gail
Kozlowski died at Roanoke Memorial
Hospital shortly after the accident.

State Police say the girl and her
father, Alan Scott Kozlowski were
traveling south on Route 220 just
before nine Monday night, when the bike

went off the road, struck a concrete
curb and threw both of them from the
motorcycle.

Both riders were wearing helmets
at the time of the incident.

The accident is still under
investigation.
