THE BIG BREAK IN THE LEVEE IS NOW

JUST WON'T OR CAN'T LEAVE.

THE MAYOR SAYS THEY HAVE TO GET OUT.

ALL THE HELP IN PLACE NOW IS QUITE A
CONTRAST FROM THE EARLY DAYS WHERE

LAWLESSNESS RULED CERTAIN AREAS...AND
THE GOVERNMENT WASN'T THERE. THE

LONG.
